I have Radeon HD 5430 and also get affected by this issue.

For my case, Woobly effect still works.

When enabling the desktop cube, rotate cube, or 3D window; my screen
will be flickered first followed by disabled Window Decoration.

After the decoration is enabled back, the window is not movable at all,
even drag the mouse by holding Alt key + left mouse button.
