I confirm that your reproduction steps work, but always on the second try. In example:
1. Open any window
2. Move it away from the screen center
3. Press Alt+Tab twice
4. Click on the place where the bottom of the switcher appeared

Clicks on the area where the window thumbnails were result in focusing
those windows, they give no change when there is only one window.
