Same problem here and it was fixed with the suggested setting:

Compiz Settings > Window decoration -> Command: /usr/bin/compiz-
decorator

BTW, I am on "Ubuntu classic desktop".

Thank you for the fix, I can't live without the "Always on top" and
"Always on visible workspace" :)
