This is likely due to a broken window manager which claims to support
_NET_REQUEST_FRAME_EXTENTS, but does not actually implement it.

there's no actual solution as for now, but a patch is available for
wxwidgets (2.9.1 / 2.9.2) for "detecting WM with broken
_NET_REQUEST_FRAME_EXTENTS handling". i think it should be fixed in
compix and / or gnome and / or ubuntu 11.04

i can provide a way to test this bug, but you will need to compile
wxwidgets (2.9.1 or svn) and compile taskbar sample.
