This also might have something to do with mouse events, I don't know,
but anyway I can affect this by how fast I clickc the icons in unity
panel.

If i click nautilus panel slowly for example, it gets frozen in active

However, if I click nautilus icon very very fast, it gets frozen in
inactive state:

Neither way, it never responds to hover or changes state anymore,
frozen.
