Found the cause here.

In /usr/share/themes/Ambiance/metacity-1/metacity-theme-1.xms:

Section <frame_style name="normal_focused"
geometry="frame_geometry_normal">

shadow radius is set to 8.0 just like in normal_unfocused. I changed it
to 24 instead which gives the intended behavior.
