Go to startup applications, hit Add, name it anything you'd like. For
the command, "compiz --replace".

Open CCSM > Place Windows >Fixed window placement tab > Windows with
fixed placement area

Click Add, in Positioned Windows type "all"

Don't worry about the X and Y positions.

Check "Keep in Workarea"

Blam, problem solved.. good enough for me anyway.
