[Bug 932807] [NEW] applications grab custom navigation shortcuts

You have been subscribed to a public bug:

I setup custom navigation shortcuts CTRL+Fn to switch between workspaces
with gnome-control-center.

On Unity, when no application is open or on a workspace without
application open they work well and are recognized, but as soon as an
application is open on the active workspace, this application grabs the
shortcut and it doesn't do the requested action (e.g switching
workspace) The application grab the keys even if it is minimized.

Pre-defined shortcuts (e.g CTRL+ATL+arrow, CTRL+ALT+D, ...) works correctly
