It's possible, even likely, that this bug was hidden by the poor frame
timing in previous versions of compiz. Now that the timing is improved
(bug 880707) you get to see literally more frames than you could before.
So it's more likely you will be able to observe single-frame bugs like
this one, which previously would have been hidden.

It sounds like I only see this bug in oneiric because of
ppa:vanvugt/compiz which contains the new frame timing code.

But I think you will find the root cause of this bug is older than
oneiric. :)
