I have created a userland application that resets this behavior in
several Microsoft Mice on boot.

I have confirmed it works in Microsoft Wirless Mice Models 3500 & 5000.

If you able to compile an application with a configure script, you can
download the source code here:

I will be making Ubuntu and Fedora packages shortly and will post them
here as well.
