Just as a quick "me too" here.. I'm running precise with current updates
with focus animations set to None and I just had the white box occur.

I have a gmail notifier installed that lets me see message counts and
click through to chrome+gmail from the messaging menu.  When I did that
and a new chrome tab opened (on my right monitor) I got a giant white
box the same size as the chrome tab on my left monitor.
