This problem also affects me and I can drag icons away from the launcher
and release them without a problem. I also reported a bug on this one:
https://bugs.launchpad.net/ubuntu/+source/software-center/+bug/981168

Maybe this isn't useful info, but the new apps in the launcher thing
never worked on my computer. Before the animation, it simply didn't
happen (I had the feature turned on) and now it happens like this, so I
think that maybe the problem is not in the animation.
