[Bug 933294] [NEW] Disable workspace-overlapping windows feature for desktop experience reasons

I think the "feature" that a window can overlap onto several workspaces is in my mind completely useless and very irritating to new ubuntu users.
In my opinion, one of the best advantages of KDE and Gnome-Shell is that every workspace is in its own universe and there can not be any side effects to other workspaces.

Besides that, a lot of minor bugs would be solved considering
overlapping windows.
