As I have asked before: Isn't it possible to put the global menu into the "window decoration/caption bar" for non-maximized windows?
So it would always be in the bar above the window. Nice, clean, logical and consistent. 

Otherwise I'm with the
[x] Global Menu only for maximized windows 
solution.
