Here are the results:
> 1. Enable both:
> Workarounds > "Force full screen redraws (buffer swap) on repaint"
> OpenGL > "Sync To VBlank" (it should be enabled already)
Result: WebGL Aquarium runs (i.e., desktop doesn't lock up), but at ~2
FPS

> Workarounds > "Force full screen redraws (buffer swap) on repaint"
> OpenGL > "Sync To VBlank"
Result: if the window is covering most of the screen when launching the
app, the WebGL aquarium or any other WebGL app doesn't start the first
time. Looks to me like the browser's rendering loop is running out of
control, consuming all CPU and preventing the HTTP resources from being
downloaded correctly.
The desktop doesn't become completely unresponsive; it's still possible
to close the browser window.
After reloading the aquarium once, it loads; Chrome's GPU process (which
is running the OpenGL code) is running at 100% CPU, and the aquarium
redraws once every ten seconds or so.
