Kenneth, the one of the most important things for ensuring a bug is
eventually resolvable is to have a clear definition and that multiple
bugs are not being discussed in the same place. I think the issue with
Unity, which seems to be the largest issue, should be discussed here.
And the other issues, while certainly valid, should be handled as
separate bugs.

Regarding, imposition of "GLX swap interval" on OpenGL applications:
As far as I know, that is the responsibility of the driver. The driver virtualizes vblank events for applications when they're running in a composited environment. Whether applications get throttled is entirely determined by:
  (a) The application's support for waiting for vblank; and
  (b) The driver configuration (most ignore sync to vblank for faster rendering by default).
If "Sync To Vblank" is not enabled in the driver and/or not implemented in the application, or if the application does not throttle itself by other means, then we cannot throttle the application. That has nothing to do with compiz. However we can control how much unthrottled app rendering impacts compiz performance, and its ability to redraw the real screen. That is discussed in bug 1007299.
