[Bug 1002127] [NEW] Dragging maximised windows inconsistent based on point clicked on

You have been subscribed to a public bug:

When in the workspace switcher view, one can move windows around by
clicking and dragging. This is also the case when a window is maximised.
However, the window does not move if certain parts of a window are
clicked and dragged.

I have tested this with Firefox, Empathy, Nautilus, LibreOffice, gedit
and Transmission.

For example:
Maximise Firefox
Switch to the Workspace Switcher view.
Click and drag from the tab bar.
The window does not move.

Then:
Click on any other point on the window (not on the tab bar) and drag.
Observe that the window moves as expected.

It's the case for Empathy if you click and drag the status dropbox
(Away, Available, etc), the breadcrumb area in Nautilus, the menu bar in
LibreOffice (without lo-menubar) or the toolbar (Open, etc) in
Transmission and gedit.

I have unity 5.12-0ubuntu1 and compiz 1:0.9.7.8-0ubuntu1.

** Affects: unity
     Importance: Medium
         Status: Confirmed

** Affects: compiz (Ubuntu)
     Importance: Medium
         Status: Confirmed
