Very simple to get here:

 Get Ubuntu 12.10.
Resize a window by grabbing the BOTTOM edge and drag it to the BOTTOM of the screen
Window is INFURIATINGLY now vertically maximized
DISABLE obnoxious "Grid" plugin in compiz & make note to punch plugin author in face should you ever meet him in person
Resize a window by grabbing the BOTTOM edge and drag it to the BOTTOM of the screen
Window is *AGAIN* now vertically maximized
 Restart for good measure
Resize a window by grabbing the BOTTOM edge and drag it to the BOTTOM of the screen
You guessed it... window is YET AGAIN now vertically maximized
 File bug report
