figured out what was causing, No blur with reduced panel opacity

** Summary changed:

- When panel opacity is set to between 0.0100 & 0.9900 the panel can get ghosted if an unfocused window touches viewport bottom edge
+ When panel opacity is set to between 0.0100 & 0.9900 & no blur option is enabled the panel can get ghosted if an unfocused window touches viewport bottom edge
