Sorry, maybe that's not a good test. compizcpu.txt shows compiz almost
completely idle and not using any significant amount of CPU. At least
much less than 20%.

Is there any window or application where the problem is worse? You say
it gets better in a terminal... ?

If idle CPU is 10% what were you doing when it was 70%?
