Still happens in 12.10.

Very simple testcase:

  gtk_init(&argc, &argv);

  gtk_window_set_decorated(GTK_WINDOW(window), FALSE);

  gtk_widget_show(window);

  gtk_main();

  return 0;
}

The window should not have decorations, but it does.
