** Description changed:

  In the latest version of Unity in the raring repos and in the latest
  version in the staging ppa, when windows become unmaximized, their
  decorators become unresponsive.
  
  To replicate:
  
  1. Open an application (gedit for example)
  2. Maximize, and unmaximize 1 - 2 times
  3. Decorators are now unresponsive to hover and clicks (Can't move window/maximize, minimize, etc)
