Absolutely no way for me to tell if this is similar to a private bug.
all I get is "not found".

No way for me to look at the other bug report.

Comment is, no way for me to follow your instructions.

BTW, updated to 3.16.0-14 and this bug does not repeat.  Yet.

Booting up, there's a lot of wild graphics on this external monitor
which clears in a minute or two.

This is an unstable development release so some rough corners expected.
