Public bug reported:

This bug is that sometimes a workspace gets locked and cannot switch via
hot-keys.

To reproduce this bug open windows in all workspaces and switch to one
workspace and close all windows there then try to switch to another
workspace via hot-key.

1 Open windows in all workspaces
2 close all windows in a workspace
3 try to switch to another workspace via hot-key
