I often have a calculator or a simple note-pad window always on top for
quick reference while I'm typing into a document below it.  Switching
workspaces means I have to give focus back to the document every time.
I agree with ~amirmasoud that this is a bug, not a feature.

If there's any way I may help with debugging (such as running a test
build), let me know!
