[Bug 1598770] Re: Unity in low-graphics mode has animations and unneded redraws

When unity is in Low graphics mode (because of software rendering) there
are still window animations and fade effects which we should get rid of.

+ 1) Add an upstart job such as:
+ cat << EOF > ~/.config/upstart/lowgfx.conf
+ start on starting unity7

+ initctl set-env --global LIBGL_ALWAYS_SOFTWARE=1
