[Bug 1752377] [NEW] CompizConfig maxxing out 100% CPU

Very difficult filing this report, as system almost unusable since
latest CompizConfigSysMgr update.

Monitoring with TOP, Compiz hogs resources, at 100% or even 106%,
sometimes relinquishing resources after 2 or 3 minutes lag.

If Kill command for Compiz PID, then sometimes Compiz will recover, more
likely, Compiz freezes whole system, requiring reboot e.g. from

Lag in compiz confirmed using different software:  LibreOffice 5,
LibreOffice 6, Firefox

Many complains about CompizConfig update on AskUbuntu: 

Tried switch to LOWGFX mode, but problem with Compiz persists.  Problem
is worse for me since latest Compiz update, but as filed previously, I
was getting similar behavior from Ubuntu LibreOffice 5, with previous
version Compiz.
