This feature is not available in current OpenERP version, So this is not
a bug but it's feature request.

So I am considering this as a "Wishlist", we will considering this for future roadmaps.
You can also post on this to feedback.openerp.com, at there experts can review it.

Bug description:
  Hi

  We have users linked to employees with the work email field completed
  for each employee. Email notifications work for task updates but not
  for leave requests.
