Hello Andrey,

I have understand your problem.
You have faced this error because we have already improved the xml id for the "HR/User" group.

Means we have improved the id of record hr.group_hr_user to
base.group_user.

The hr_skill are the part of "Extra-addons", but I think you have used a
wrong branch.

Would you please download extra-addons from the below link.

I have tested the hr_skill from extra-addons and it is working fine.
