Based on your description, it seems that you have not properly setup the database connection parameters in the configuration of the OpenERP Server, therefore it cannot reach the database.
If you don't specify any database host with --db_host as a command-line parameter when launching the server, or by setting a db_host parameter in your configuration file, the system will assume an empty database host, which means that it will try to connect using a local unix socket.
If your PostgreSQL does not listen for local socket connections, you need to pass 'localhost' as the hostname for example.
