This is in fact a very bad regression due to the latest refactoring in
access right management, raising the importance as it affects all
preferences.

Bug description:
  when I try to disable the tips box I have a access error:

  AccessError
  You can not write in this document (res.users) ! Be sure your user belongs to one of these groups: Access Rights.

  but normaly for disable the tipbox it doesn t need to have particular
  rights
