[Bug 899870] Re: Changing import data options trigger a file re-upload
Of course you will observe this behavior when working with a distant
server, you can take a look on the screenshot attached of the network
activity:
1 - Initial file upload
2 - Changing encoding to Latin 1
3 - Changing encoding to UTF8
3 - Pressing "Import File" button
In my case, the initial CSV file is 15MB and I have to split it into
some 1MB file to get a proper feedback.

Bug description:
Changing import data options (like csv separator) trigger a file re-upload.
The uploaded file must be cached on the server while import form is not closed and reparsed after every option change.
After the file first upload, a refresh (re-upload) button should
appear to easilly refresh cached file from the local one.
