  employee access right on survey

Bug description:
  hr_evaluation

  
  to test : 
  - set the default  evaluation plan to an employee, check that the user has only employee rights. Then, start the evaluation in the menu évaluation plan. 
  - Coennect you as employee login 
  - go to Human Resources / Appraisal / Interview request 

  
  an employee should be able to answer an interview request. For now, as employee right only, click on button "Interview Question" and try to answer it : You can not read this document (survey) ! Be sure your user belongs to one of these groups: User, Survey / User, HR Officer, HR Manager.
