Thanks for your reply.

Delivery grids is apply based on the lower sequence if more then one.

When I create more then one and save it is automatically one more grid
line with "9999" sequence.

See attached screenshot.

Bug description:
  Trunk

  install delivery

  --> first set delivery method

  there is one delivery method "The Poste"

  set Free if more than = True and amount = 100

  now, create one sale order which contain total greater than 100 and
  less than 300.

  if we add delivery cost in this SO then delivery cost  20.0 will added
  it should 0.0 because we had set value 100 so sale order above total
  of 100 will add delivery cost 0.0
