I have checked your issue with latest updated code of trunk but  I
didn't face the any problem.

In trunk  it show you warning please see attached screenshot.

  account create monthly period

Status in OpenERP Addons (modules):
  Incomplete

Bug description:
  Hello,

  
  Account >> config >> fiscal years >> edit exiting.

  
  When I create new db with demo data or without. I setup chart of accounts with installation wizard.

  Now when I have one the created fiscal year and edit it and when press
  on "create monthly periods" it generate more periods even  right
  period exists.

  Here some problem. Need  right validation.

  I have attached screenshot.
