I agree with Serpent Consulting Services, the problem appears from the
addons side and it will be fixed form addons side.

I have applied this patch and it is solved the problem.

Title:
  broken salary rule hierarchy view

Status in OpenERP Addons (modules):
  Confirmed

Bug description:
  * install hr_payroll,
  * go in hr/configuration/payroll/salary rule categories hierarchy

  the structure is not correctly handled by the web client here: if i
  expand an item, its children are not shown shifted and above as it
  should do, but they appear on the same level at a random location. It
  works fine on the gtk client.
