You're perfectly right!

The 'name' field of account.account was initially set as translatable in
l10n_multilang, but this was removed during the merge of this new module
due to a mistake and confusion with the translatable flag on
account.account.type.name, which was moved to the account module itself.

Sorry for the inconvenience, and thanks for reporting and providing the
patch!
