Hello Lionel,

I have checked and verified the VAT rate of France and it is 5.5% not the 7%. I have refer the following link.
We have already used a 5.5% VAT rate of the France.

Bug description:
  France now has an additionnal VAT rate (7%) that should be applied to some products that used to be taxed at 5.5%
  That should be included in the module l10n_fr.
