Sorry for resurrecting this:

in bug #740047 it was decided that one stock move is sufficient to go
from stock to manufacturing, when there is no routing.

And in this bug you are considering that wrong stock moves may be
produced by partial consumption.

You have correctly identified that this bug #740056 is invalid, when
there is no routing.

But consider a case with routing with different manufacturing location,
e.g. subcontracting manufacturing as per docs. In that case there are
two stock moves (or more) and bugs described in the original description
are reproducible.

In that case partial consumption / scrapping shouldn't be allowed while
the previous stock moves are in waiting states.

Bug description:
  In a MO (manufacturing order) with products to consume (e.g. filled by 'confirm production'), you can partially consume products trough the green arrow on the products to consume line. The products are moved from products to consume to consumed products. However, no stock move is generated -> BUG 1. There should be a stock move to production.
  If you consume manually all products and then click 'produce', the finished product is created but no stock move is created -> BUG 2. There should be a stock move from production to finished products location.
