  Migration should convert datetime fields to UTC

Status in OpenUpgrade Server:
  Confirmed

Bug description:
  Migrating from 6.0 to 6.1, times are reinterpreted as UTC. As the
  migration does nothing on that issue, all times are off by the offset
  of the local timezone used formerly.
