Bug#992525: cross-toolchain-base: please mark autopkgtest skippable and exit 77 on armhf

Dear maintainers,

I was looking into the autopkgtest failures of cross-toolchain-base as
tested for the latest upload of binutils and noticed that only armhf
passes. That's because the autopkgtest isn't doing anything on that
arch.

Please add the `skippable` restriction to the autopkgtest and exit with exit code 77 on armhf instead of 0. That way the test is properly treated as superficial on that arch.
