Marking Won't Fix as the source is really old. Plus we are trying not to
author in such a way that H6 is required, H4 should be the lowest.

Bug description:
  See docs.openstack.org/essex/openstack-compute/starter/content
  /Configure_Swift_Object_Server-d2s756.html - the heading is super
  small. Would prefer it be at least the same size as body paragraph
  text and bold.
