As I understand, the recent version of FHS is located here:
http://www.pathname.com/fhs/pub/fhs-2.3.html
It specifies /lib<qual> and /usr/lib<qual>,
but it says nothing about /usr/lib64, only about /lib64.
Could you explain this, please?

I think that FHS is just a recomendation. No penlties for
non-compliance (:
