Try setting LD_LIBRARY_PATH or editing /etc/ld.so.conf, e.g.,
export LD_LIBRARY_PATH=/usr/local/lib

On my system (Debian), this is all handled automatically by files in
/etc/ld.so.conf.d.

This is not a bug.
