Yes I think I agree with you. In practice I don't think the order matters but also I'd rather keep the order consistent. I'll convert the set to a list using sorted() when returning the commands.

For initramfs-tools, the hooks and scripts do not belong in src:initramfs-tools but should be shipped by other packages. It seems that dracut is using the opposite approach and ships hooks for various use-cases (it also has some nvme-over-tcp things implemented already).

But we're using initramfs-tools and I think we lack a relevant source package in the archive currently. 
The packages that I know that are related to NVMe-o-TCP are src:libnvme, src:nvme-stas and src:nvme-cli. nvme-stas feels like the wrong candidate but I'm not sure if the others are better.

The equivalent initramfs-tools hooks files for iscsi are in src:open-iscsi. AFAIK, we don't have an equivalent.
