Yesterday we talked about using netplan's python bindings instead of doing yet another parser for the netplan configuration. I think this is a better approach going forward.
If we follow this direction, curtin will receive an *optional* dependency on python3-netplan.

I would like to wait until we have a python3-netplan available on core22 (a PPA should be acceptable) before switching to netplan python bindings though.
