[Merge] ~dbungert/curtin:rtd-yaml into curtin:master
Dan Bungert has proposed merging ~dbungert/curtin:rtd-yaml into curtin:master.

readthedocs: add basic template
This is a required file for modern RTD. Try the basic template to
start.
