curtin's invocation of run_zipl() wants the other order, but then I think run_zipl is redundant as curtin runs it, so the answer there is probably to not call run_zipl() anymore (despite me *just* moving it).

The current, updating-initramfs-configuration, doesn't sound ideal indeed.  "final kernel configuration" does sound better.  Will follow up.
