Some things that came to my mind
* low maintenance
* co-installable with stock archive packages
* sandboxed configuration data
* should never ever break ;-)
* upstream changelog data should be easily accessible
* in case of a stack a partial break should not break the whole stack
* should only depend on stock archive packages or packages within the PPA
* provide debug symbols
* not too big in size
* file moves across packages of a stack should not make those packages
cause file conflicts
I must admit that project-neon does not comply to all those things though ;-)
