Bug description:
  This bug is for documenting the autopkgtest regressions being ignored
  for NumPy 2 migration.

  numpy's own autopkgtest are passing on amd64 and armhf, but are being
  'Killed' on arm64, ppc64el and s390x, despite being in the
  'big_packages' list.  These tests are passing on Debian's
  infrastructure, except for ppc64el which appears unrelated.
